Possible short term workaround: Do you know about the Wayback Machine at
http://archive.org ?

E.g. for the specific URL above, a version from June 2013 is saved at
https://web.archive.org/web/20130629072552/http://h18002.www1.hp.com/alphaserver/archive/ds10/ds10_tech.html 
but it's not immediately obvious how many of the links from that page
will work in the originally intended manner.

Better suggestions also welcome - much DEC/CPQ stuff is explicitly excluded 
from or removed from the Wayback Machine "at the request of the copyright 
owners".
