It is plausible that the US government required DEC to commit to 30
years of VMS suport in order to sign a 1 year contract.

So while the govt would have been on hook for only one year, the VMS
vendor would have made commitments lasting a very very long time.

Of course, once those 1 year contracts are not renewed, that 30 year
commitment is no longer required.
