[Info-vax] DECwindows over PuTTY

Unless there is something strange about the SSH Server (we call it a
daemon on Unix but I guess that would be wrong on VMS :-) he should
be able to use the Xlaunch facility in XMing to create a config file
that will take care of all of this for him.  No need to login separately
to start DECW$STARTLOGIN.
