This is one of the various areas where VMS is weak, and lacks a 
user-oriented user interface.

Automatic determination of the aspect ratio and refresh rates?  No.

If there were a simple means, it'd have been implemented.

In practice, you'll have to read the manual for the particular graphics 
controller.

Then read the VMS command procedure assocated with the device.

Details vary by graphics controller.

If you want the your own same OpenVMS customizations to work 
everywhere, you'll have to find something else to key off of here, and 
likely also make some assumptions around the particular controller 
configuration that's in place.  A key-value database, or explicit code, 
or otherwise.
