[Info-vax] Changed Boot behavior on XP1000 since 2013

I have tried to use nvram to set the hwc back to 0D and have put "dep -
b toy:9 0D" into the nvram file:

>>> cat nvram
dep -b toy:9 0D
>>> e -b toy:9
toy:  9  0D
>>> init
.....
CPU 0 booting
>>> ^C
>>> e -b toy:9
toy:  9  5D
>>> nvram
>>> e -b toy:9
toy:  9  0D

So a call to nvram will change the year byte, but nvram seems not to
be called on system boot or after an >>> init.
Does anyone know how to force nvram to be called before VMS boots?
