This is where a running VAX/VMS on SIMH is helpful.

When I was resurrecting my VAX2000, I initially booted it as a nonvoting cluster member from a SIMH system running on OSX, and used BACKUP to copy the system disk from the SIMH VAX to a local disk on the VAX2000, leaving the system root at 
[SYS02].  

I think the SIMH VAX instructions have VMS installation tips, or at hoffmanlabs.com.
