Seriously, 6.2 is a long time ago.  Why was MONITOR changed to allow 
TCPIP so that it would work without DECNET but not PHONE?  (PHONE still 
works fine without DECnet as long as caller and called are on the same 
node.)  Surely there were some paying customers using PHONE without 
DECnet?!
