The SET HOST command to access a DSSI device has nothing to do with
DECnet.
And sitting on a VAX (or Alpha) with just a DECnet CI-n.m circuit
available gives you the
same possibilities as on a VAX with, say, a QNA-0 circuit. Like
accessing a WAN.
The other end of the CI-n.m circuit ought to have (at least)  circuit
routing capabilities
of course, otherwise the rest of the LAN, let alone a WAN, wouldn't be
reachable.
Just for this purpose the requirement was that at least one node in a
CI or DSSI cluster
had to be a routing node. Of course it had nothing to do with the
price difference between
a DVNETEND and DVNETRTG license....
