my web page
   http://nchrem.tnw.tudelft.nl/openvms/software2.html#Magick
contains all the information.
You have to compile several libraries on which ImageMagick depends.
After compilation of each library make sure that:
-all the .olb files are in a directory to which sys$library points
-all the .exe shareable images are in a directory to which sys$share
      points
-the .h files are seen by the c-compiler so they have to in either
              - a directory to which sys$library points
              - a director to which decc$user_include points to

Depending on the package you have to run a .com file or type MMS (or
MMK) to build everything.

Please contact me if you run into problems (however, I read my E-mail on
week-days only)

                        Jouk
