[Info-vax] Changed Boot behavior on XP1000 since 2013

Works so much better with a complete URL. :)

I just booted one of my DS20E which load SYS$CPU_ROUTINES_2208.EXE.  I had 
no problems with the TOY clock.

Is this peculiar to the XP1000 only?
