I stated that poorly.  When the Ethernet was down, the CI provided 
enough DECnet capability that everything in the cluster continued to 
work except that we lost communication with the terminal servers.

When the Ethernet came back, the terminal servers came back and 
processing could continue without needing to reboot/restart anything.
