HP has a wide variety of laser printers.  Some will work with OpenVMS.  
Some will not ever work with OpenVMS.  Some are supported with OpenVMS 
and DECprint Supervisor (DCPS) printing software.

If you're not familiar with printing on OpenVMS, start with

fashion you're using here just drags out the question into a series of 
back-and-forth discussions, and it also makes it more likely folks are 
just going to ignore your postings.   Neither of which is to your 
advantage, of course.  It also means we're potentially going to be 
asking questions and approaching your question assuming that you're 
quite unfamiliar with the platform or the topic area, which can be 
somewhere between tedious and unintentionally insulting for you to read.

In this case, here's the starting list of information likely involved here:

Which specific HP LaserJet model?

How is the LaserJet connected to OpenVMS?  Probably network, but there 
are other means of connecting LaserJet printers to OpenVMS.

How are you printing the file on OpenVMS?  What is the PRINT command 
used, and what is the SHOW QUEUE /FULL for the printer?

While you've indicated the source of the file is Microsoft Paint, what 
is the specific file format you are attempting to print?  JPEG?

What OpenVMS version?   Different versions have different support.  The 
DCL command SHOW SYSTEM/NOPROCESS will show the version.

Given it is the most common path for printing graphics, what DECprint 
Supervisor (DCPS) version is installed?   (In most cases, the DCL 
command PRODUCT SHOW PRODUCT DCPS will show the installed version.)

In most cases, DCPS is the path to printing various images, but only a 
subset of the HP LaserJet printers include Postscript or Postscript 
emulation.  (Which is of course why I asked for the specific LaserJet 
model.)
