Thank you. For now I'll hope poll() does it for me. If not, I will have to get deeper into VMS programming.

The manual (linked by Stephen) lists IO$_SENSEMODE under "Network Pseudodevice Driver I/O Function Codes." Is it perhaps a function for reading sockets? If so, that doesn't solve my problem since I need to be reading from file.
