Every now and then I accept a challenge.  So I searched for "data 
recovery" expecting to see big numbers, and instead found advertised 
prices in 3 digits, not 4 or 5 as I expected.

Some of them specified windows, and almost all were offering recovery 
from a failed drive.  I didn't fine any that mentioned recovery of 
"deleted files".  I did find a few that mentioned VMS.

 From a security perspective, I've read about being able to read from 
the edges of tracks and read prior data that was written over by new 
data.  Didn't see any mention of this, and that type of thing just might 
still have high costs, if it's even available outside agencies such as 
CIA, FBI, KGB, etc.

I'm guessing what's normally available is taking the disk out of a drive 
with failed motor or electronics, mounting it on a spindle, and reading 
the still intact data.

In your case, you have several needs that don't seem to be widely 
available in a weendoze world.  ODS-5 expertise.  Data still being on 
the disk.

If interested, do your own search for "data recovery".  Might be 
interesting.
