Well, one, DFU is an unsupported utility (even if a LOT of VMS 
system managers *love* it), and two, DFU UNDELETE has a whole
bunch of caveats.  One being that time is of the essence and
on a busy disk you may be just SOL.  Another is the
recommendation to dismount the disk and mount it privately in
hopes deleted blocks didn't get reused.  

I've used DFU UNDELETE in the past and found it to be 
successful about 50% if the time.  You may have been luckier
than I was, but to say, "this isn't supposed to happen" is,
I think, rather naive and much more than the product promises...
