   With a VMS disk, every block is the same size (512 bytes),
so a simple (raw) copy operation (MOUNT/FOREIGN+COPY, dd,
...) preserves all the important information.  The same is
not true of a tape, so a simple copy operation would seem to
be insufficient to preserve a tape, so I don't know exactly
what "a physical image of the tapes" means.
