Create a disk image with LD, load standalone BACKUP onto it via 
STABACKIT (and copy the distro files onto the volume) or load OpenVMS 
VAX onto it by BACKUP /IMAGE of the B saveset onto the disk image and 
finish the install (and copy the install kits onto the volume), 
dismount and disconnect and raw image burn it to optical media or haul 
it over via network, and off you go.

Or get yourself the hobbyist OpenVMS VAX disk image download from HP, 
and build your older versions the same way.
