I don't think the ISA is that important for porting cost.

How many viruses uses holes in the ISA?

My guess: approx. zero.

The CPU business has become a business with huge fixed cost for
research and fabs. Only high volume CPU's can pay for those fixed
costs. So over time the best selling CPU's becomes the fastests CPU's.
