Guesses made while debugging are reasonable, particularly when you 
subsequently test and verify then.

Unverified assumptions are rather less valuable, and can delay the 
resolution should they prove incorrect.

It could well be the connection delays, packet loss, controller duplex 
settings, misconfigured network firewalls and gateways, or various 
other such widgets.

FWIW, ftp isn't particularly compatible with firewall-gateway boxes; 
those that can't inspect the innards of the ftp connection traffic and 
then react appropriately to the data connection.
