Bill,
SFTP uses SSH, as Hoff has noted. Note that there are two formats for SSH certificates. HP OpenVMS TCP/IP uses SSH2 format, many other hosts use the OpenSSH format.
The OpenSSH key generation utility can convert to the SSH2 format. If not, you will get problems with the connection.
