ping or snmp is typical here, whether via a service such as pingdom (if 
the host is externally reachable), or via other locally-installed tools.
If you want the local OpenVMS host to do this, roll some DCL at reboot, 
and check SYS$COMMON:[SYSERR]CLUE$HISTORY.DAT for data.
There's probably a tool or three for this purpose in the DECUS archives 
(digiater.nl, decuslib.com, etc), too.
