Yep.  It seems the two DCs the OP is evaluating simply lost connectivity.

Nagios or other distributed-monitoring system would spot that via snmp or ping.

There's some Nagios NRPE code for VMS, but I don't know if what's 
posted will build and run.

HP has its own web-monitoring stuff for VMS that can be used, if you're 
not using a more portable implementation.

IIRC, the snmp mib for OpenVMS will give you uptime, but the MIB 
definitions and contents were fairly well buried.

For completeness, snmp v2 can be a security concern, and that was the 
version that was common on VMS...
