[Info-vax] init/maximum_files on VMS 8.3

I've now done the most important thing: transferred my DISK$USER (9 GB
of 2 decades of my life) from a 9-GB disk to a freshly initialized 18-GB
disk.  (I couldn't let this shadow set grow with DDS and DVE since it
was initialized with a too low value for /HEADERS.  This time, I took
care that the value is appropriate even for 36 GB.)  I did a
BACKUP/VERIFY from the 8.3 CD in a blue BA356.  The new disk is a 
DEC RZ2ED-LS.  I'll now add a second member and then the third.

The INITIALIZE command was

   $ INIT/HEAD=1800000/SYSTEM/NOHI/NOERA/LIMIT/CLUS=16

Some defaults have changed between 7.3-2 (unfortunately, I didn't get 
around to the upgrade during the holidays, but MULTIUSE HBMM bitmaps are 
one more reason why this is at the top of my list), so I referred to the 
8.3 HELP on the CD.  What hasn't changed is the default for 
/MAXIMUM_FILES, which should be 35565080/(16+1)/2=1046031 but my disk has
2092064 (35565080/(16+1)=2092063), which is the theoretical maximum.

Since some other defaults have changed, my suspicion is that this has as 
well but that HELP wasn't updated.  Can anyone confirm this?
