If you want it to take effect immediately, USE ACTIVE, modify and the 
WRITE ACTIVE.

WRITE CURRENT saves what is in SYSGEN to disk for the next boot.

WRITE ACTIVE modifies the active dynamic parameters.

But you should make sure that you loaded the right parameters into 
SYSGEN.  I think that ACTIVE is default, but I am not sure.
