No-IP.com and DynDNS.org ?

Both offer a free option.  I know No-IP.com will ask for you to 
re-affirm you still want the domain once a month.  And you have a 
limited choice of names.

However, you can buy a domain name and have it re-vector to your 
dynmaic DNS name.
