[Info-vax] A 5 minutes hang during early stage of a shutdown.

The SHUTDOWN is running detached using the REBOOT.COM routine
available from e.g. openvms.org:

Nothing is going on during these 5 min.
As I described in the snipped part.

I'm monitoring from a telnet session, not from the SHUTDOWN process.

The system is effectively idle.

And the SHUTDOWN process is in QUEMAN.EXE, not in any TCPIP part.
As I wrote in the snipped part...

But yes, there is a possible link to queues running LPDSYM...
