Doesn't clearly explain why the SHUTDOWN process is in QUEMAN.EXE. :-)

Related questions, we don't use any part of DECnet, AFAIK.
Hm, what happens if one doesn't start DECnet at all?
I'm thinking about possible connections beteeen node names
and other system related things. This is DECnet IV, b.t.w.
