[Info-vax] A 5 minutes hang during early stage of a shutdown.

Yes, there is (or was at this specific time on monday evening)
one batch queue in "stopped pending" with the offending batch
job in MUTEX. All other queues was stopped as far as I could see.

For the time beeing, let's say that was the cause of the delay.
I will probably not do anything more about it until we are
on 8.4 with latest TCPIP.
