Different issue. As noted somewhere else, on I64 the "$ SET TIME" did 
not (and maybe still does not) update the variable EXE$GQ_TODCBASE in 
the base image file. The above "fix" contains a base image with a more 
recent date in that cell: different architecture, different cause for a 
similar problem. There is also a SMOP available on request - no not from 
HP - to do just that: write the current date into the I64 base image.
