At one place we had lengthy cluster incarnation times as a by product of 
performing rolling reboots.  However I recall one patch which required a 
complete cluster shutdown, because it changed something in internode 
traffic.  The details are hazy now, and I am not necessarily thinking of 
SCS traffic here (Memory Channel or other hardware?) but this was an 
Alpha only cluster; we didn't have any VAXes around by that stage.
