Phillip,
My preference on running systems is to use SYSMAN for short-term changes. For permanent changes (e.g., I generally want unattended machines to log the startup process to a file, rather than to an unwatched screen), I would put the change into MODPARAMS.DAT to ensure that the "policy" change propagates through future operation of AUTOGEN.
Of course, if I am building/maintaining an OpenVMS Cluster, I prefer to maintain site/cluster-specific underlying MODPARAMS.DAT files as an underlying base for site/cluster-generic parameter settings.
