Use the block copy path, if you have a disk image.  VMS uses ODS-2 and 
ODS-5, and its support for ISO-9660 is limited and — by default — 
ISO-9660 doesn't preserve the VMS meta data.  Which is where you end up 
in the weeds.  Technically, yes, the ISO-9660 route can work if you can 
burn with the older ISO-9660:1988 and not the more current stuff, and 
if you want to experiment with the /UNDEFINED_FAT qualifer at the MOUNT 
(and different files can need different settings), or maybe converting 
the individual files over as you transfer them, but that's a little 
gnarly to explain.  But you're here, and it's much easier to use a 
proper block copy of the layered product disk, if you have a disk image 
of that.
