Do you have TCP/IP Services available in the base OpenVMS VAX kit?  
AFAIK, it should be there.  If so, get that configured working 
(@SYS$MANAGER:TCPIP$CONFIG, et al), then FTP over the zip, and ftp over 
a copy of unzip.exe.
