Actually, that's a perfectly valid model in the embedded world.

Vendors give away free versions of their tools in order to sell the
hardware or to try and encourage people to buy the paid versions of
the tools.

It's just that you need to have a viable technology based product for
that to work. A modern MCU toolchain is a valid approach for this model
but a long obsolete platform is certainly not viable.
