AFAIK...

What you get with the OpenVMS I18N internationalization kit is specific 
to C and C++, and will apply to little or nothing outside the realm of 
C programs.  (That there are references to VAX C is a clue that it's 
old documentation or for compatibility with old code, too.)

Most traces of the local-language packages for OpenVMS and DECwindows 
were local to geographic regions, and have subsequently disappeared 
from view.

Here are a few of the remaining references to these products, for those 
that aren't familiar:

None of these local language updates exist for current product 
versions.   But do check with HP about that.

There is nothing approaching modern UTF-8 support in OpenVMS, outside a 
few corner cases and support seemingly implemented for portability and 
file-sharing products.  I wouldn't expect DCL, most programming 
languages and tools, or the various OpenVMS native environments such as 
a serial terminal or DECterm session would recognize UTF-8, much less 
respond and operate correctly with UTF-8 around.

This whole area has been an annoyance for me, and undoubtedly más 
problemática for others.  Particularly after experiencing more 
inclusive UITF-8 support elsewhere.

Pedants: yes, I know I could express that in DEC MCS.  Here, have a 🍪.
