[Info-vax] HPSC patch access changes for developers?

It appears that HP has decided display its concern for and opinion of its developers. It doesn't seem to be aimed only at OpenVMS (perhaps we have been sufficiently screwed over already); at least the text is generic.
Got a letter from AllianceONE about updates to Developers Resources. The link goes to an overview page, and from there to an AllianceONE login required page so I can't just post a link. Text shows:

HP AllianceOne Partner Program
AllianceONE members get a 22% discount on support
You may be aware of the new policy that requires users to purchase an HP support program in order to maintain access to patches.
As an AllianceONE member you are entitled to a 22% discount off the list price of standard support maintenance contracts. Take advantage of your discount in order maintain access to patches.

the missing 'to' between 'order' and 'maintain' is missing in the source...
Sadly the update page is up to HP's current standards; the word policy in the first paragraph is a link to what one might presume was the policy being invoked. Instead it leads to a "Document Unavailable" page. So not only did AllianceONE not tell us a major policy change was coming (at least not in email I recceived, though it WAS visible on the HPSC patch page though the impact to developers was not clear) and that one major perk of a (PAID) AllianceONE membership was being taken away... apparently we're still not privy to the policy involved.
I'm trying to find out if the patch update checklists will be made available to us mere paid developers without contracts so we can at least know what we're missing but so far haven't got an answer.
