Use SCS at layer 2 if you can. It's simple and has low (and consistent) 
latency. The driver for SCS over IP at layer 3 has sort of gone away with 
the way that long distance networking has evolved back to extended layer 2 
LANs (or VLANs) from the IP only implementation that was common a few years 
ago. What you want is extended layer 2 networking, preferably with SCS 
confined to its own VLAN and the ability to set QoS parameters to deliver 
consistent and low latency, which is more important for clustering than hugh 
amounts of bandwidth, unless you're also MSCP serving (which is worth 
avoiding by instead using extended FC SAN if you can) or doing other thing 
sthat involve shifting lots of data via the SCS channel. Ideally have two 
SCS channels over physically separate paths and have extended dual fabric 
SANs over physically separate paths.

It depends very much on what your TelCo can provide and how much you're 
prepared to pay. Once you know what's available and you know what the 
business drivers are, then you can design an appropriate solution.
