for anyone repeating this endeavour, the problem was with the TCPIP$TFTP user being denied read access to some of the LD image's files. 

I turned on trace logging for TFTP and restarted the service to see which were the problematic files, then 
I remounted the LD image without /NOWRITE and gave the TCPIP$TFTP user read access to those files.
