That implies a skewed cluster authorization database.
Which would imply the cluster common file configuration is incorrect.
Which means the core cluster common files are not being correctly
shared, or that there's a missing logical name or three here.

That might not not have the desired effect. If you have multiple
SYSUAF files around, you have multiple accounts, multiple quotas and
multiple (potentially different) passwords around. Check for and
(re)configure the common files first, and then reboot. Once the core
files are common across the cluster hosts, you need break into the
system if and when that is necessary.
