It sounds like you just need to enable MSCP-serving on the satellite
node. You can do this using the menus within 
@SYS$MANAGER:CLUSTER_CONFIG_LAN (or by setting MSCP_LOAD=1 and 
MSCP_SERVE_ALL=1 in MODPARAMS.DAT) and then running AUTOGEN.
