If it's that important, create yourself a special login for generic accounts that basically handles its own login and password checking.  I know of applications that do this when a user makes a connection via networking or web software that doesn't use the VMS login and SYSUAF.

Some advantages
- you can log the accesses (and not log normal users)
- you can make the password as simple or difficult as you like
- you can set your own "username" (eg. an email address)
- the expiry times on these accounts can be different to the normal users

It's just a question of time, effort and potential benefit, and we can't answer that for you.

PS.  If anyone wants to know why INQUIRE should not be used try inputting to an INQUIRE statement "'f$verify(1)" without the double quotes and see what happens.
