How many VMS programs can you say were developed with a mind of making 
it easy to compile and run them under other operating systems?

I would say that this is natural for any program developed. You normally 
do not try to accommodate for other style of operating systems when you 
write software.

I would say your problem is more one of you being unhappy since you see 
so many programs written for Unix which you would like to have on your 
favorite OS.
