I had got the feeling the OP was wanting to examine existing kits,
written out in VMS specific formats (such as VMS Backup or PCSI), on
a Linux system.

OTOH, I don't know of any tools which allow you to read a VMS specific
file format on Windows but not on Linux. (There's a VMSBACKUP tool
for reading VMS backups on Linux, but I don't know of anything which
allows you to directly read PCSI kits on either Windows or Linux.)
