I do that using a runt DCL procedure, with RUN /DETACH or with batch.  
This is the same as the way you can run shutdowns and restarts before 
SHUTDOWN and TCP/IP Services got slightly smarter about (not) shooting 
processes.  Though SYSMAN> SHUTDOWN became habit.  DECnet got similarly 
smarter an eon or two ago, as that protocol also used to get hosed 
during reboots, too.

True.  I do use DECnet if it's around.   LAT is another alternative, if 
that's around.

For the production servers I deal with, I prefer to establish a console 
connection, which renders the whole discussion moot.  That's trivial 
when there's a management processor around, or you can buy and install 
an MP via the secondary market.  There's some added hardware involved 
for remote console access on Alpha, and there are some good and cheap 
options available for implementing this remote management access on any 
OpenVMS box with a console serial line.
