[Info-vax] Numpy and Pandas (Python libraries) on OpenVMS 8.4 on Itanium/Integrity?

I'd like to install Numpy and Pandas on an Integrity system (or request it from the sysadmins), but can't find any info except for some really out of date references from over 10 years ago. I do a fair amount of programming (Fortran, Stata, Python) but my experience at the system level with building/installing is pretty limited. So I'm just trying to figure out how feasible this is likely to be for me or a sysadmin (who would be knowledgeable in VMS but not at all in Python).
Basic environment:
OpenVMS 8.4
Integrity/Itanium
Python 2.7.3
Cython 0.15.1
GNU BASH, version 1.14.8(0) s4
It sort of has gcc, though I understand this to not actually be gcc but rather a mapping to Integrity's built in compiler. Anyway, here's the output from gcc -V:
