It most definitely was.  And carried along the addressing limitations of 
the PDP-11.  Ran better on a PDP 11/70.

Now, VAX Basic, and it's enhancements through the years, is another (and 
very good) story.

My memory is that VAX Basic was developed by Kirbey Altman, who also I 
believe developed the initial DLM.
