[Info-vax] prevent user login during and after startup

You already flagged the easy way (set log/int=0), but state that some have OPER which allows them to override it.  The only solution I can see here is to have special code in the system wide login.com procedure that checks for a specific username or account.  Flag your username with account MAINT for example and if the interactive login level is set to 0, only allow MAINT accounts to connect otherwise issue a logout with a message to the terminal indicating that logins are disabled for maintenance.

This process might be the easiest.
