[Info-vax] prevent user login during and after startup

Preventing the startup of TELNET is always an option, but using the technique I described also allows you an alternate connection mechanism should your primary fail for whatever reason.

This restriction could be triggered simply by using a logical name that defaults to "restricted" during startup and is cleared or set to an unrestricted value at your command.
