What little documentation on on the TCP/IP Services V5.7 SMTP server
configuration changes are included in the V5.7 release notes and
particularly in the somewhat-arcane comments in the template file.
Some related information and a gotcha or two:

the default V5.7 behavior is of an open SMTP relay, too.
FWIW and as another change to previous VMS documentation practices, the
new VMS features that have been latent in a few of the V8.4 UPDATE kits
are only documented in the patch kit release notes. AFAIK, these
enhancements were not been incorporated into other materials or
documentation, beyond an occasional bulleted list on a slide or web
page somewhere.
{Now ponders whether replacing the existing TCP/IP Services V5.7 SMTP
server with the OpenSMTPd daemon might be feasible.}
