Which could also (I think, haven't thought this out) be done with
re-defining SYS$ANNOUNCE, assuming the user got that far.
While I agree with the thought that the startup should be totally
automated, otherwise what happens when you're not available, for what
the OP asked, I think not starting the Telnet service until you're ready
for user logins best fits his question.
